All program submissions must comply with the following regulations.
Open and Free Marketing
The free and open marketing of card services provided through our principals in your brand other than by special arrangements shall be restricted to the following countries by issuer type. Cross issuing is not allowed and if required more than one program or issuer would be needed (excludes incidental issue of cards, such as additional cardholders on one account or 1:1000 ratio exceptions etc.):

United Kingdom, Ireland, Austria, Belgium, Denmark, Finland, France, Germany, Italy, Luxembourg, Netherlands, Norway, Poland, Portugal, Spain, Sweden, Cyprus, Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Liechtenstein, Lithuania, Malta, Slovak Republic, Slovenia- Mastercard/Maestro European issuers. United States of America, Canada, Australia, Asia & others: VISA & Mastercard none European issuers.

Special arrangement means the obtaining of a specific permit for your jurisdiction(s) where the cards will be open and freely marketed. Such a special arrangement may take between 2 and 6 months to obtain at a cost of between EUR 25,000.00 and EUR 50,000.00 in addition to any other fees. With small exceptions such an authority can be obtained for most countries.
